Mike Cabrera
First Vice-President
Michael Cabrera was
raised in Oxnard and has lived most of his life in Ventura County. While
attending Oxnard Union High School, he began working at the Pacific Missile Test
Center, which he did for 15 years, until he started his law enforcement career
with the Ventura County Sheriff’s Department. Michael was instrumental in
opening the new “East County Jail” facility in 1988. He was promptly selected to
work patrol then reassigned to the Special Enforcement Detail until he left in
1991 for the Santa Monica Police Department.
During his tenure in Santa Monica, Michael had several
assignments such as, field training officer, SWAT member, mounted patrol,
personnel and training, and gang unit. After promoting to the rank of Sergeant,
he supervised the robbery/homicide investigations unit, tactical rifle team and
patrol division.
He is a decorated officer having received numerous Chief’s
Commendations and other accolades from several outside police agencies.
Michael is married and has three
children Justin 28, Sean 25, and Sophia 4. He is still a resident of the county
and enjoys giving back to his original home “Oxnard.” “I have very fond memories
of my childhood at Driffell School, Haydock Jr. High and Oxnard High.” I am
proud to be a member of such a progressive and enthusiastic organization and
look forward to giving back to our community. His hobbies include golf,
attending car shows in his classic car, and teaching at Moorpark College.

Mike Aranda
Second Vice-President
Captain Mike Aranda has been employed by the
Ventura County Sheriff's Department for the past
26 years. Mike is currently assigned to the
Sheriff's Headquarters Patrol Station in
Ventura, where he is responsible for managing
the law enforcement operations in the
communities of El Rio, Nyeland Acres, Saticoy,
Montalvo, and the Beach Communities of Silver
Strand, Hollywood Beach, La Conchita, Rincon and
other beach communities up to the Santa Barbara
County line. Mike has worked a variety of
assignments throughout his career. Mike's
assignments have included; Court Services,
Internal Affairs, Tactical Response Team,
Employee Relations Committee Manager, Custody,
Patrol, K-9 Handler, SWAT, Special Enforcement
Unit, Major Crimes Investigations,
Administration, Basic Academy Coordinator, and
Basic Academy Officer Safety and Survival
Spanish Instructor for the Ventura County
Criminal Justice Training Center. Mike and
his wife, Carmina were raised and reside in the
city of Oxnard and have two sons, Eric and
Michael, two daughters, Stefanie and Marisa and
they are also grandparents to four
granddaughters, Alexiss, Sierra, Erica, and
Anyssa. Mike’s education consists of a Bachelors
Degree in Business Management and a Masters
Degree in Public Administration.

Mona Frazier
Treasure
After a 28 year career in the field of Criminal Justice, Monica recently retired
from the California Department of Corrections and Rehabilitation. Having
served as a Training Officer, Program Manager, Parole Agent, Youth Correctional
Counselor and Camp Administrator her expertise is in Juvenile Justice and the
treatment needs of the Female Offender. Monica served on numerous statewide
committees serving as a representative for the California Youth Authority and
C.D.C.R.
Monica was born and raised in Oxnard. She graduated from Santa Clara High School
and the University of California, Santa Barbara.
Currently, Monica enjoys spending her time as a volunteer for educational
programs, community organizations, her church; traveling and being involved with
the NLPOA, as well as being a parent of three teenagers. For the past year,
Monica has pursued her passion for writing and recently self published her first
collection of short stories.

Juan Reynoso

Started at Santa Barbara Police Department as a traffic cadet while
attending UCSB
Graduated from UCSB with a B.A. in Spanish. Started my
career as a Peace officer with the Santa Barbara PD in 1985 until 1988 when
I lateral to Ventura PD in 1988. During my career at VPD I have worked the
following assignments; Detectives, DARE Officer, Storefront officer, One of
the first Sworn Communications Supervisor's in our 911 dispatch center. I'm
currently the Sgt. in Professional Standards for Ventura PD, in charge of
hiring and internal affairs, I'm also the Team Leader for the Crisis
Negotiations Team. I am also attending the University of La Verne, working
on a Masters program and will graduate with Masters in Business and
Organizational Management (MBOM) in May 2009. Married to Teresa , son
Christopher, Daughter Sara.

Tomas Miranda Jr

After graduating from Rio Mesa High School in Oxnard, Tomas
attended UCSB. Tomas is a Retired Correctional Officer for the State of
California and is a retired member of the CCPOA (California Correctional Peace
Officer Association). He started his real estate career in 2000 and is currently
at Keller Williams Realty. Tomas is an ALC (Agent Leadership Council) member and
is also certified A+, Net+, MCP, MCSA, and MCSE etc.. Tomas is a certified state
and federal tax preparer by H&R Block. He has been a resident of Ventura County
since 1966.

Jason Benites

Jason Benites joined the Oxnard Police
Department in 1993, one year after graduating
from the University
of California
at Los Angeles in 1992. During his career as a
Police Officer he has worked in the Patrol
Division, and served as a Field Training
Officer, bicycle officer, and in 1997 was one of
three officers who opened a community storefront
in Downtown Oxnard. Upon his promotion to Senior
Police Officer in 1999 he served as a Beat
Coordinator, and was later assigned to
detectives until his promotion to Sergeant in
March of 2001. Jason returned to the Field
Services Bureau as a patrol Sergeant before
supervising detectives in the Oxnard Violent
Crimes Task Force, a multi-jurisdictional team
that partnered with the Federal Bureau of
Investigation.
Upon his promotion to Commander in December of
2003, Jason returned to the Field Services
Bureau as one of four Watch Commanders. He
played a role in developing the Neighborhood
Policing Strategy, a staffing plan whose purpose
is to further strengthen the Oxnard Police
Department's community policing philosophy. He
was promoted to Assistant Chief in November of
2006, and served as the Chief for his agency’s
Investigative Services Bureau until January of
2009.
He currently serves
as the Chief of the Oxnard Police Department’s
Administrative Services Bureau, whose workgroups
include Professional Standards, Communications,
Records, Property/Evidence, Computer Services,
and Financial Services.
Jason also serves on the Board of Directors for
El Concilio del Condado del
Ventura,
a nonprofit community-based organization whose
mission is to provide direct services, education
and personal development programs to the
underserved Latino community.
Jason is a 2008 graduate of the
POST
Command
College.
He lives in Ventura with his wife, Judy, and their
three-year old daughter.

Miss Martinez was born in Ventura and has been a
life-long Oxnard resident. Miss Martinez attended Ventura College and California
Lutheran University. She obtained her BS in psychology and is employed
with Ventura County Probation as a Deputy Probation Officer in the Domestic
Violence Unit. Assignments have included Youth Services and
Adult Investigations. She has been a part of the training unit as a First
Aid/CPR instructor and has co-facilitated Parent Project classes. Miss Martinez
was previously employed with Interface Children Services as a group facilitator,
supervised visitation monitor, youth crisis specialist, an Parenting classes
facilitator.

I
come from a large Hispanic family with many siblings who graduated from college.
It has been important to me to be successful in whatever career aspirations.
My father came to the U.S. out of economic need as an illegal immigrant.
He brought my mother to El Paso, Texas in the year of 1950. During the
following year, my parents fathered their first-born. At this time, my
father soon realized that the only way he was going to give his children an
opportunity in their lives was through education. From that day, he
relentlessly preached that schooling is the way toward a fuller
self-realization.the youngest of thirteen children. This helped me
enormously because I was able to learn from my older siblings. I graduated
from Mesa Union Elementary School in 1983, Rio Mesa High School in 1987,
U.C.S.B. in 1991 (B.A. Sociology) and U.S.C. in 1994 (MPA). I am currently
working on a (DPDS) Doctor of Planning and Development Studies at USC and will
complete this degree in 2007. I am grateful for my parents,
family, teachers, college professors, and mentors. Without their help I
would not have achieved what I have today.
I am currently employed by the Oxnard Police
Department as a Senior Detective. My current assignment is in the
investigations Division as a Robbery Investigator. I hope to help many
victims of robberies by arresting the suspect who has committed this crime.
This will not be an easy task but I know I can make a positive contribution to
the Oxnard Community in this position.
As the Vice-President of the NLPOA Ventura County Chapter, it is my goal to
establish a strong foundation for this organization so future leaders can build
upon it. By building a partnership with the community and having a
committed membership whom embrace the mission of NLPOA this goal can be
achieved. I have been on the board for over four years and will always be
open for suggestions. I invite you in becoming a member and assisting us
in accomplishing our goals.
Lastly, without the support of my wife Roxanne, my three children Eduardo Jr.,
Kyle-Adam, and Divina Natalia I would not be where I am today. They are
the reasons I continue to stay focused and determined.

Alejandro Rangel

Alejandro Rangel has been a police officer
with the Oxnard Police Department for eleven years. Prior, he worked for
the Santa Paula Police Department for eight years.
Alejandro
attended Ventura Community College where he obtained an AS in
Administration of Justice and an AA in General Education.
Alejandro is a graduate of the Union Institute & University, where he received
his BS in Criminal Justice Management.
Alejandro
was promoted to Senior Officer in 1998. Currently, he is assigned to the
Patrol Division where he oversees the "District One" portion of the City of
Oxnard. As a co-lateral assignment Alejandro is the Senior
Officer for the SWAT Hostage Negotiations Unit. He previously supervised
the Major Crimes Domestic Violence Unit and the Property Crimes General
Assignment Unit. He teaches Domestic Violence at the Ventura
County Regional Training Center and has toured the country of Russia teaching
Russian officers Domestic Violence investigations and protocol. Prior to
his promotion he worked patrol, storefront officer (La Colonia Office), bike
patrol, field training officer, hosted the Street Beat En Espanola television
show, taught the El Protector program, and the Drug Abuse Resistance Education
program in Santa Paula and Oxnard elementary school districts.
He and his wife, Teresa, have a daughter, Brittany, and they reside in Oxnard.
